[AR4]nqa test-instance admin test-r5 ---创建一个 NQA 测试实例。

admin是测试实例的管理员名称(自定义),test-r5是测试实例的名称(自定义,用于标识检测 R5 的链路)。

作用:初始化一个 NQA 检测任务,后续所有检测规则都绑定到该实例。
